Local residents are
more sensitive to noise pollution than to any other type.
Therefore the Environment Charter, signed on 17 March
2000, allowed plenty of scope for measures to control
pollution in this field: improving trajectories, banning
the noisiest aircraft, raising pilot and airline awareness,
condemning the most offensive procedures, developing means
of control and surveillance, sanctions etc. Most of these
undertakings are echoed in ACNUSA (Airport Noise Control
Authority) recommendations.
A system to measure
noise on aircraft trajectories was inaugurated on 15 December
2000. It comprises 9 sensors between Cannes and St Jean
Cap Ferrat, situated as close as possible to the trajectories
in order to measure the noise generated during flights
as opposed to background noise.

Drawing up a night flight agreement
In answer to concerns expressed by residents living in the vicinity
of Nice Côte d'Azur Airport about night flights and a possible
increase in their number, the French Riviera Chamber of Commerce
launched a participative policy with local residents, giving
the latter the opportunity to express their fears and their
degree of acceptation.
The goal is to determine
an acceptable volume of flights and which readings need to be
taken as night flights increase. The feasibility of this new
framework will be discussed with air transport professionals
during the next phase.

A few acoustic definitions:
dBA represents the sensation
of noise perceived by the human ear, all frequencies combined.
A noise level is in direct relation to the sensation of comfort
or discomfort felt by a person. The human ear's threshold of
perception is 20 decibels; the pain threshold is 120 decibels.
Background noise is an ensemble
of noises excluding aircraft noise.
A sound event is a noise
that exceeds the threshold set at each station and that meets
certain specifications in terms of duration.
Examples of noise levels
Turbo reactor: 130 dBA
Motorbike: 90 dBA
Noisy canteen: 70 dBA
Quiet street: 50 dBA
Garden: 40 dBA
Apartment: 20 dBA
